Want to try aerial shooting but haven’t got the advanced rating? No worries!
You don’t always need a SUA (Advanced Rating) to fly legally! In most situations, you can still enjoy aerial shooting for hiking or travel Youtube, indie microfilms, or simply documenting life and events, and so on, by adhering to safety guidelines and relevant regulations.
Already qualified? Even better – it’s now the time to maximize your skills! The government is actively promoting the Low Altitude Economy (LAE), and aerial shooting plays an important role across creative and professional fields — from film production and advertising to architectural surveying, urban planning, stage performances, and event production.
By learning professional aerial shooting techniques, you can enjoy the fun of flying and filming while also preparing yourself for future opportunities in the growing LAE.
Standard Operations of SUA
According to CAD's Safety Requirements Document for Small Unmanned Aircraft Operations, Chapter 7 - Standard Operations of SUA:
Overview of Standard Operations
- Operations of Category A1 SUA or Category A2 SUA within the applicable operating requirements at all times during the flight are categorised as “Standard Operations”. Pursuant to section 17(2) of the SUA Order, those operating requirements including, inter alia, the related operating parameters applicable to the different categories, classes or descriptions of SUA are specified by notice published in the Gazette. Such notices can be accessed via the Hong Kong e-Legislation website under the title SUA Order.
- Prior permission from the CAD will not be required before operating such a flight if it is not operated in an RFZ and not carrying any dangerous goods.
- This Chapter provides supplementary information as appropriate. An overview of the applicable operating requirements is set out in Table 3 below.

Professional Trainer

Founder, Rex Ngan
Taught by Rex, a highly experienced aerial shooting and drone operations instructor who has worked on over 20 films and provided training, drone development, aerial filming, and drone show services for multiple government departments and commercial organizations.
Rex is one of the few authorized drone training instructors in Hong Kong and across Asia, with extensive experience in delivering professional courses for numerous organizations and collaborating with universities on UAV research and development. Since 2003, Rex has been deeply involved in studying drones and mechanical operations and was among the first to retail and operate GPS-enabled UAVs in Hong Kong.
Rex and his team have accumulated over 10,000 flight hours, offering commercial and training services ranging from aerial shooting, surveying, and 3D modelling for the government, TV broadcasting companies, filmmaking companies, construction firms, and universities.
The HKPUAVA is one of the 38 successful applicants in the first batch of Low-Altitude Economy (LAE) Regulatory Sandbox pilot projects, collaborating with filmmaking companies to produce projects using heavy UAVs (over 25kg) for the film industry. Their extensive filmography includes The Goldfinger, Sons of the Neon Night, The Mole Song: Hong Kong Capriccio, Line Walker, Band Four, The White Storm 3: Heaven or Hell, We Are Family, Expats, The Gray Man, and more.

Entry Requirements
Basic Qualification
| (a) | - | Five HKDSE subjects at Level 2 or above, including English and Chinese Languages, or equivalent; OR |
| - | Five HKCEE subjects at Grade E / Level 2 or above, including English and Chinese Languages, or equivalent; OR | |
| - | Completion of a QF Level 3 programme that is deemed acceptable to the respective Programme Board; OR | |
| - | Relevant RPL qualification(s) at QF Level 3 or above AND a pass in an entrance assessment, which can be either oral or written; OR | |
| - | Other relevant verifiable prior learning and/or work experience that is/are deemed appropriate by respective Programme Board AND a pass in an entrance assessment, which can be either oral or written. | |
| (b) | Applicants are required to have at least 1 year of relevant working experience. | |
| (c) | Basic knowledge of graphic design is highly preferred. | |
| (d) | An interview may also be required on a need basis. |
Mature Applicants
Mature applicants, i.e. those aged 21 or above with at least two years’ relevant working experience, can be admitted. Where appropriate, the applicant may be required to pass an entrance assessment, which can be in an oral and/or written form.
